Norfolk Educational Services (NES) is a shared services company within the TEN Group specialising in providing non-teaching, professional support services for education.

NES provides expert, customer and value focused shared services to our education partners allowing them to focus on teaching and learning.


The Group Finance Director provides internal challenge and support across all finance matters. The fully qualified finance team provides the full range of financial services including:

  • Payroll, year-end reporting and annual returns
  • Monthly and annual management and statutory accounting, with a dedicated management accountant and local finance administrator for each Academy
  • Financial reporting
  • Transactional accounts (including processing orders, making supplier payments, raising invoices, cash and cheque banking, debt collection and ledgers)
  • Budget setting and targets
  • Curriculum led financial planning (ensuring efficient curriculum planning joined up with budgeting)
  • Ten year financial accounting including forecasts
  • Cost reduction and restructuring management
  • Risk Management including an in-house, TEN developed, software platform
  • Internal and external audit services (procurement of and management of implementation

Human Resources Services

The HR Services team provides a complete service for all staffing matters. These include:

  • Professional HR advice including a dedicated HR business partner for each Academy
  • Staff recruitment, selection, induction and probation
  • Staff appraisal including PRP for teachers
  • Absence management advice
  • Industrial relations, including liaison with Trade Unions
  • Change management including supporting restructuring
  • Staff disciplinary and grievance support, including individual case   management and support
  • In house occupational health service
  • Training and development
  • HR reporting

Professional Services and governance

The NES Professional Services team provides all of the TEN Group’s governance services, including:

  • Governing bodies and committees meeting scheduling, setting of agendas, clerking and minute taking
  • Induction and training of new Governors / Directors / Trustees / Academy Council Members
  • Coordination of governor and committee training
  • Governance audits, skills assessments and self evaluations
  • Administration of our software platform, BoardPad, accredited by the Society for Company Secretaries and used to efficiently manage all governance meetings.
  • We have developed the model for Governance Scrutiny following the OFSTED KJAs known as the Four Pillars model and trained Governors and Academy Council members on this scrutiny.
  • Management of the Governance Single Central Record (“SCR”), governance registers and maintaining statutory records
  • Governance advice in line with governance legislation and policy developments to ensure Group governance retains its contemporary relevance.
  • Secretarial services for governing bodies and exclusion panels
  • Preparation of Annual Reports, statutory returns and governance reports.

The team also provides an expert legal service including:

  • Legal advice and assistance
  • Professional information compliance advice and guidance, including policy development, responses to requests for information and student data archiving and storage
  • Development and administration of TEN Group non Academic policies
  • Insurance procurement and claims management
  • Collective Group procurement

Estates and Facilities

The Estates and Facilities team provides a solution focused range of contract and property services that include:

  • Contract services including security, caretaking, cleaning, catering, grounds maintenance, local emergency response, lease management, mini bus driving, stock management and vehicle fleet management
  • Property services including contractor management, property repairs, maintenance and decorating, utilities supply and control, furniture and fittings procurement, replacement and repair
  • Business continuity
  • Energy management
  • Property development and master planning
  • Competent advice and guidance on all aspects of Health and safety including policies
  • Asset management
  • Capital bid writing and support services


The Registry team provides an experienced and customer focused admissions, exams, data and funding administration service including:

  • Processing and managing admissions and enrolments
  • Student numbers forecasting
  • Management of examinations including timetabling, registration, access requirements, invigilation, results and certifications, awarding body communications and policy
  • Student data and funding, including census returns, funding optimisation, student course planning, preparation of mark sheets, data validation and checking, parent reporting, student destination data collection, processing student changes
  • Customer reception and call answering services
  • School timetabling
  • Careers and work experience advice and guidance
  • Facilitation of work experience and experience of work and career events
  • Management of the local Academy based NES teams

IT services

The director of IT Services oversees a team of local IT technicians and a central, specialised team which is able to provide a cost efficient day to day and strategic, value added IT management service including:

  • Onsite technical support
  • Specialist infrastructure services including network, telecommunications and database management, wireless and internet services, CCTV management, networked applications, security, monitoring and compliance
  • Project management of IT system updates
  • Business intelligence – expert advice and guidance, data analysis, benchmarking, modelling and reporting
  • Provision of shared TEN Group systems via the TEN Group portal

New Media, Marketing and Communications

The central new media, marketing and communications team provides a range of services to support student recruitment and positive communications including:

  • Marketing and advertising campaigns, marketing advice and strategy and content marketing
  • PR and communications, including handling media enquiries and crisis communications
  • Support for open evenings and school promotion events
  • Website development
  • Video production
  • Creative design, including posters, leaflets, prospectuses and School newsletters / magazines
